No. CHETRA sits above those systems. They record transactions, people, money and service operations. CHETRA turns those signals into one prioritised operating picture and an action layer for leadership.

How small can we start?

A pilot on 5 to 20 locations is the normal starting point. Connect existing data, map each location, then run the loop and measure visibility, prioritisation, execution and verification before expanding.

By a published weighted formula, not a model. Condition risk, population or footfall served, criticality, structural and safety risk, cost efficiency and equity each carry a fixed weight. The weights are on the method page and can be configured for your organisation.

AI reads photographs, documents and notes into structured findings, compares before and after evidence, and detects patterns and anomalies. It does not set scores, rank locations or allocate resources. Every number that moves money is computed and traceable.

Each organisation runs in its own tenancy with role based access and audit trails. Record level access is limited to roles that already hold that authority in your organisation, and each read is logged.

The goal is a single live record for every government school and every government hospital, covering attendance, staffing, service delivery, stock, vendors, spend and the physical building, so a department can lift each institution to standard within the budget it already has, school by school and hospital by hospital.

What exactly is CHETRA meant to sync?

For a school: student attendance, teacher presence and vacancies, midday meal timing and coverage, salary bill, sanctioned versus actual spend, enrolment and dropout, and the condition of the building, toilets, water and power. For a hospital: patient load and wait times, doctor and staff presence against roster, medicine and consumable stock, vendor and procurement trails, equipment uptime, cost per patient episode, and the state of the wards and utilities.

What is working today is the infrastructure and condition layer: an institution register with deterministic condition scoring, priority ranking, budget allocation against an envelope, intervention tracking and evidence based verification, all running on simulated demonstration data. The operations layer, covering attendance, staffing, meals, medicines, vendors and financials, is what we are building next. We do not claim it is finished.

Is the data on this site real government data?

No. Everything visible here is simulated demonstration data. It is not sourced from, and does not represent, any government record. A real deployment runs on the department's own data inside its own tenancy.

Do I need an account to look around?

Accepted Answer

No. Every read surface is fully open. An account is only needed to record an inspection or run an evidence check, and those accounts are approved by hand.

Does CHETRA replace the MIS a department already runs?

Accepted Answer

No. UDISE+, HMIS, payroll, procurement and attendance systems each hold one slice of the truth. CHETRA is designed to read those slices and put them against one institution, so a headmaster, a civil surgeon and a secretary are looking at the same picture.

How is the condition score calculated?

Assets are grouped into seven categories: structural (25%), utilities (15%), sanitation (15%), safety (15%), equipment (10%), accessibility (10%) and digital (10%). Each group is averaged, then combined by weight into a single score out of 100. The maths is fixed and published; no model decides it. Condition is one input into institutional performance, not the whole of it.

Six weighted factors: condition risk (30%), population served on a log scale (20%), service criticality by facility type (15%), structural and safety risk (15%), cost efficiency (10%) and equity for underserved blocks (10%). The same inputs always produce the same score.

AI reads field photographs and inspector notes and turns them into structured, reviewable findings, and it compares before and after evidence. It never sets a condition score, a priority rank or a budget allocation. Those are deterministic calculations.

How would a state start?

With one district and one institution type. We load the institutions that exist, score them, agree the metrics that define success for that department, and run one budget cycle end to end. Whatever works is extended district by district.
