Method
The CHETRA method. The maths is public, and that is the point.
A score that decides where money and people go cannot be a black box. Both CHETRA scores are fixed weighted formulas, reproducible, auditable and identical for every location unless your organisation explicitly changes the weights.
What is scored today, and what is not
Running today: the condition score, the priority score, resource allocation against an envelope and evidence based verification. The same maths runs for a private network and for the public sector environment.
In development: the operational layer. For schools that means student and teacher attendance, midday meal coverage and timing, salary and per-student cost, and sanctioned-versus-actual spend. For hospitals it means patient load and waits, staff presence against roster, medicine stock and stockouts, vendor performance, equipment uptime and cost per episode. These will enter the same published-weight discipline — no metric will influence money until its formula is written down here first.
Condition score (0–100)
Each asset is graded, grouped, averaged within its group, then combined by weight. A higher score means a healthier location.

Risk bands
Below 40 is critical, 40–54 is high, 55–69 needs attention, and 70 and above is stable. Bands are absolute, so a district cannot look healthy simply because its neighbours are worse.
Priority score (0–100)
Which location gets the next rupee is decided by six factors:

Where AI is used
AI reads inspection photographs and inspector notes and converts them into structured, human-reviewable deficiencies with a confidence value. It also compares before-and-after evidence during verification.
AI does not set condition scores, does not rank locations, and does not allocate budget. Every number that influences money is computed, not generated.
Budget allocation
Given the envelope your organisation has actually approved, CHETRA selects interventions in descending order of improvement per rupee, subject to the envelope and to any interventions leadership has locked in. The result is a defensible sequence, not a wishlist, and it assumes no extra money.
Why a published formula matters
Teacher vacancy counts alone range from about 8.4 lakh to about 10 lakh depending on which official source and date you read. When the inputs disagree, the only defensible answer is an open formula anyone can recompute. The sourced national record sits on the evidence page.
