A single defensible ranking of which institution needs work first. Weights: condition 30%, population 20%, service criticality 15%, safety 15%, cost efficiency 10%, equity 10%.
In development · Ranking currently uses condition, reach and cost. Service signals — attendance collapse, teacher vacancy, meal failure, drug stockouts, equipment downtime — will enter the same published-weight formula as those feeds come online.
